Laird weighs Pentagon role in urban aid programs
Secretary Melvin Laird asks the Urban Affairs Council to review proposals inherited from the Johnson era for Pentagon involvement in domestic city problems. The plan, already studied by Clark Clifford, seeks non-military support like contract incentives, training, project referral, and technical help while keeping defense primary. The council will consider the package in coming weeks amid debate over defense spending in social programs.
