Tet peace pause tested as Viet Cong and Kosygin linked

Washington notes repeated Tet truces in 1965 and 1967, with Viet Cong attacks near Pleiku and Westmoreland headquarters. Johnson ordered North Vietnam bombings after each end of Tet, while Kosygin’s visit in Hanoi and London complicated peace talks. A pause in bombing was kept to avoid implying link to Kosygin, but the Hanoi response intensified resupply efforts and stalled negotiations.
