About 90 clubs in 29 counties are affected, stemming from Digby’s ruling that a 1969 law did not supersede a 1942 provision allowing dry counties to ban liquor. Rule plans appeal to the Arkansas Supreme Court.
Jurors eight men and four women may be asked to decide the fate of John Elliott Gruzen accused of slaying and raping 12 year old Dana Diane Mize. Psychiatric testimony described Gruzen as paranoid schizophrenic with years of mental hospital care and a possible death penalty or life without parole option.
In Malvern Arkansas an elderly man, Harry Lang, 79, tied up Chancellor Mel Carden during a four custody standoff in the records vault. Lang claimed forgery in a 1975 land dispute and demanded to see original documents before surrendering to police. The pistol was wrestled away by Circuit Clerk Ralph Parrish and no one was injured. Lang was taken to State Hospital at Benton for evaluation. The incident occurred about 10 miles south of Malvern in Central community.
Baton Rouge General Hospital refused to treat Bonnie Gwatney and Roger Wingo due to lack of assured payment, sending them to Earl K. Long after 50 minutes from the crash on Interstate 10. Police noted severe burns and Gwatney receiving three hours of surgery at the state facility.
Gov. David Pryor ends pursuit of a 25 percent state income tax cut and backs a tax credit system to aid local governments. The plan would channel about 40 million dollars annually to counties and cities, with a 10 percent credit to counties that approve the program and an equalization fund for poorer counties.
Congressional tax writers study alternative rebate schemes in Carter's 31.2 billion economic plan. Options include removing the 50 per person rebate for upper incomes and boosting lower brackets, with figures showing 25 to 57 dollar rebates by income, and a total revenue saving cited at 818 million. The Ways and Means Committee begins work on tax proposals as deficits for 1978 are projected higher.
