President Johnson urged all Americans to support voting rights for citizens amid Alabama Negro registration efforts. In a hurried news conference at the White House he said he will see that the right to vote is secured. The session was broadcast live on radio and television and marked his first such briefing since July 24.
Paris AP Charles de Gaulle proposes a five power conference including Communist China to review the United Nations charter and discusses a new world monetary system. He suggests Geneva as the venue with permanent Security Council members as participants and favors gold as the ultimate monetary base.
A state Highway Commission member outlined a proposal to relocate a highway northeast of Little Rock Air Force Base to cut driving time to Heber Springs and Greers Ferry Reservoir. The plan would extend from El Paso, with final approval pending, following earlier discussions by state agencies.

In Chicago three high school dropouts from troubled homes, Yvonne Del Vecchio’s son George 16 Eugene Waschl 17 and Joseph Varchetto 16 reportedly shot and robbed Fred A. Christiansen 66 as they sought money for more barbiturates. Police say they were high on goofballs and liquor. Christiansen died moments after the assault. Del Vecchio admitted firing and another youth kicked the victim. A juvenile court heard the case as Waschl remained jailed and the others sent to a juvenile home.
President Johnson told Congress price support programs should be continued and improved. He cited nearly a decade of effective farm programs started in the Roosevelt era, noting they raised net farm income by about a billion dollars annually in the last four years and benefited consumers as farm prices fell while retail prices rose. He urged parity of opportunity through national prosperity, education and rural economic development.
