Conferees Offer Strong Clean Air Measure
House and Senate conferees forged a tough bill to guard public health from dirty air, potentially shutting auto plants and jailing willful polluters. The measure hikes federal pollution controls, authorizes 1 billion dollars over three years, and lets citizens sue polluters including the United States government. It targets a Jan 1 1975 90 percent emissions cut for new car exhausts with possible extensions by agency or Congress.
