Arkansas highway bond plan pitched as sound road financing
John Harsh chairman of the state Highway Commission urged Arkansas Legislative Council to back a $416 million highway bond issue funded by a two cent motor fuel tax increase, calling it an equitable financing plan. He noted a $1.8 billion gap still exists beyond $2.7 billion in available funds for 20 year needs, with Governor Bumpers reportedly noncommittal.
