Former U S cabinet member Caspar Weinberger warns that growing federal social programs threaten private liberty and could consume over half of GNP by 2000. He calls for limiting welfare growth and a national will to say no to new and expanded programs.
In Columbus Ohio the state Democratic electors await a judge's ruling on a request for a temporary injunction to block Secretary Ted Brown from issuing formal certificates. Plaintiffs allege ballot fraud while defense warns of constitutional issues. Carter would still hold 272 votes even if Ohio abstains.
Former CofC president Jack Caldwell reflects on 1976, ending his term as Hope and Hempstead County Chamber of Commerce president. He notes a six month overlap as Hope Lions Club president and his stint at Hope Auto. The group hired Bob Schaff as chamber manager after John Henley resigned. Caldwell describes civic meetings to determine community needs and sets goals for three to four years, including water.
In New York City six men were arrested after two months with the unembalmed body of Stephan Hatzitheodorou in a one room West Side apartment. They prayed over the corpse hoping to revive him and paid his rent and bills. The men were cited for a health code violation and released. Authorities believe Hatzitheodorou died of natural causes possibly cancer on October 9. Neighbors reported a steady flow of well dressed visitors and a strong incense scent while the body lay in underwear and socks awaiting an autopsy. The six claimed shared religious views. police did not confirm an organized cult.
Kissinger addressed NATO foreign ministers in Brussels warning that rising Soviet economic strength translates into greater military power. He conveyed Carter's pledge to sustain and strengthen America’s NATO commitment and stressed maintaining the East-West military balance while using Western tech and organization to advance peace.
Atlanta AP reports that about 34.9 million Americans have received swine flu inoculations, about 25.8 percent of the CDC target. Don Berreth of the CDC cautions results are conservative and expect completion by month’s end as flu season may start in January.
Gov David Pryor and top advisers met with about a dozen staff and lawmakers in a Little Rock hotel to assess responses to the administration's home rule plan. They planned to resume talks today with no decisions expected at this session.

Six House members faced misconduct allegations. one resigned, one was convicted and defeated, three were reelected, and one moved to the Senate.
President elect Carter met with housing advisers in Washington to review options for boosting the construction industry and the economy. One plan would seek up to 5 billion from Congress to subsidize mortgage interest, leveraging existing emergency housing law while avoiding new program delays. Other ideas include cutting red tape in federal housing programs to accelerate release of funds into the marketplace.
