Officials say the move aims to raise pressure while U.S. troop withdrawals continue, citing frustrations with Paris Peace talks, POW issues, and preventing Hanoi from exploiting shrinking American forces. The policy now includes protective reaction against North Vietnamese missiles, interdiction of supplies, and retaliation for shellings, with expanded retaliatory strikes on nearby targets when feasible.
