Arkansas faced inevitable tax increases without spending restraints, said Julian Hogan, head of the Administration Department. He told the Legislative Council that the state is living beyond revenues, drawing on old finances with no funds for new programs. He warned that continuing unfinanced commitments could force higher taxes and cited a 1965-67 readjustment and increased cigarette and sales tax enforcement as causes. If spending is curbed, the problem could be resolved by the 1969-71 biennium.
Sen J W Fulbright says he is not testing Senate support for President Johnsons Vietnam policy. He pushes a national commitment resolution defining Congress and the President as having a joint role in deciding U S defense commitments. He notes hearings focused on Tonkin Gulf and stresses the measure aims to broaden debate beyond that single issue.
Marion B. Burton of Little Rock, a 1956 University of Michigan Law School graduate and executive secretary to Gov. Winthrop Rockefeller, has been named Arkansas chairman of the 1967 Law School Fund.
Alaska’s Fairbanks endures a massive flood from the Chena River with up to ten feet of water. Rescue and recovery efforts continue as residents begin cleanup while insuring losses loom large. Only about five percent report flood insurance, and thousands face extensive damage to homes and businesses.
Victor Borge must pay about 277000 dollars in back federal income taxes. The Tax Court ruled that Danica, a corporation owned by Borge, owes over 73000 dollars in back taxes. The court backed the IRS finding that the corporation was formed to evade taxes, though Borge said it was for future financial security.
Attorneys in a taxpayer suit claim five firms overcharged Arkansas more than 3 million dollars on asphalt purchases over a decade. A pre-trial conference is set for 2 p.m. October 16 after the state’s attorney general and Arkansas Highway Commission were permitted to intervene. The July 2, 1966 filing names Lion Oil Co, Berry Petroleum Co, Arkansas Bitumuls Co, McMillan Ring Free Co, and Arkansas Bitumuls and Bitucote Products.

Washington area sees thousands of rental units opened to Black servicemen after Defense Secretary McNamara used offlimits sanctions. From 10,400 units previously pledging no race discrimination, 34,000 are now available to all servicemen within zones around Andrews AFB and Ft. Meade, with more listings weekly.
A Texas school teacher mailed one dollar checks to 154 Democratic lawmakers who backed a now killed rat control bill. Tom Fairclough of Wichita Falls said the gifts express appreciation for their vote and aid reelection. Some fear the action could be seen as payment for a vote as House ethics scrutiny grows.
The United Auto Workers report overwhelming support to authorize a strike against GM Ford or Chrysler. Chrysler votes show 36,492 in favor to 1,532 against, Ford 32,976 to 966, GM figures not released but expected around 90 plus percent. Local unions totaling 622,000 members are completing ballots and results are due tonight as talks continue.
American pacifists aboard the yacht Phoenix depart Hiroshima for a second aid voyage to North Vietnam. Participants include Quakers Bob Eaton 23 and John Braxton 18 from Philadelphia and Beryl Nelson 23 of Kokomo Indiana, joined by Kyoko Koda 25 of Japan Peace for Vietnam Committee.
Arkansas Welfare Commissioner Len E. Blaylock said U S Representative Wilbur D Mills backed a House bill to reduce illegitimate children on welfare rolls. He denied punishing unborn children and urged cutting tax money spent on welfare during a Little Rock Junior Chamber event taped for TV.
