Senate leaders said a proposed amendment would extend voting rights bill coverage to counties with less than 25 percent Negro voter registration, affecting seven Arkansas counties: Crittenden, Cross, Independence, Lee, Poinsett, Pope and Washington. Crittenden, Cross, Lee and Poinsett are in the Delta with large Black populations, Independence in the Ozarks foothills, Pope in the Arkansas River valley, and Washington in the Ozarks with only a few Negroes.
Three Ku Klux Klan members in Birmingham posted $10,000 bond each and await trial on first degree murder charges in the ambush killing of Viola Liuzzo, a Detroit mother who participated in a civil rights march. The indictment named Eugene Thomas, William Eaton, and Collie Wilkins Jr. as the accused.
Revenue Commissioner J. Orville Cheney said his department is investigating whether private clubs are improperly avoiding income taxes. Private clubs are exempt if non profit. some Hot Springs clubs shifted from profit to private club status. If a private club shows a profit it must pay taxes.
Sen. Sam J. Ervin Jr of North Carolina proposed 14 amendments to the Johnson administration voting rights bill. He argued for presumption of innocence and sought to strike automatic coverage, suggesting federal registrars only after court findings of racial voting denials, impacting Alabama Georgia Louisiana Mississippi and parts of six other states.
