A Gilbert Youth Research Corp study for the White House Conference on Youth finds only 39 percent of 5 837 youths aged 14 to 24 agree that everyone has a chance to get ahead. The conference, led by President Nixon, will consider ten task force reports on employment, foreign relations, poverty, drugs, and more, ahead of its Estes Park, Colorado gathering.
