Washington AP Johnson signed the consular treaty with the Soviet Union with no comment. The agreement awaits ratification by the Soviet government, a step that could take months. Johnson used many pens to sign the formal instrument, a historic first between the two nations. The pact covers technical nondiplomatic procedures for future dealings.
The Federal Land Bank Association of Texarkana will observe the 50th anniversary of the Federal Land Bank System with a banquet on Monday April 3 at Howard Johnsons Convention Center. Fred Stotts says the event honors Americas Farmers Providers of Planty, with officers directors local leaders and others attending. The date marks the chartering of the last of 12 Federal land banks in 1917, and April is Federal Land Bank Month in Arkansas. The Texarkana association is part of the Sixth Farm Credit District, which includes Illinois Missouri and Arkansas and comprises 84 associations. The district is a leading agricultural area. Texarkana has 400 members and 6.5 million dollars in loans.
Winthrop Rockefeller refuses to commute or reduce the 9 year sentence of Mrs Beatrice Evans 35 of Blytheville for tax evasion despite two prior convictions. The judge had suspended the sentence previously and Evans now faces continued imprisonment.
