The United States petitions WTO against China the European Union Canada Mexico and Turkey over retaliation to U.S. 25 percent steel and 10 percent aluminum tariffs. Lighthizer says partners reacted to punish American workers with duties and warns WTO could order damages and new tariffs but proceedings may drag on for years. President Trump had deployed tariffs under the 1962 Trade Expansion Act, breaking a long held taboo on national security as a justification for tariffs.

Judge halts deportation halt for reunified immigrant families
U S District Judge Dana Sabraw ordered a temporary stop to deportations of families reunited after border separations. The pause lasts at least a week while the government outlines objections and the ACLU seeks more time for parents to decide whether to seek asylum. The hearing occurred as reunifications proceed at eight ICE locations with many children in shelters and some transported by air to El Paso and elsewhere. Late last month Sabraw set deadlines for reunifications by July 10 for under fives and by July 26 for ages 5 to 17.
