Holland faces a broad housing issue with tax exemptions under review for two developments at 159 S River Ave and 40 W 16th St. City data show 9.3 percent of 15 019 residential units pay no property tax, including Hope College, parsonages, nonprofits, veterans and poverty exemptions. Downtown units lack affordable fixed-rate options, with Geenen DeKock Properties' 44 W Eighth St rents starting at 1280 monthly.
