Proposals due by 12 o'clock September 19 1904 to the Superintendent of Public Works Honolulu for constructing a concrete arch culvert and approaches at Wainama Gulch South Hilo Hawaii. Plans available at Honolulu and Tilo offices. bidder deposits and certified checks required with sealed bids. The Superintendent reserves the right to reject any proposals.
Governor George R. K. Carter announces a general election for the United States House and Territory Legislature to be held Tuesday November 8th with polling from early morning to evening across the Territory. Districts Hilo and Hamakua, Maui Molokini Lanai Rakookawe, Oahu, Kauai Niihau, and detailed precincts and polling places listed with electors allocated by district.

Reports note heavy rains hindering both sides, with Yentai 15 miles north of Liaoyang and Kuropatkin retreating toward Mukden through fertile Manchurian country.

Chicago reports the meat packers strike called off with employers prevailing. The Russian cruiser Lina from Vladivostok docked in San Francisco with boilers damaged. The vessel of 21 officers and 500 men was among ships that escaped Port Arthur on August 16 and has patrolled the Pacific for contraband goods as part of the Vladivostok squadron. A second London report notes Viceroy Alexeïff resigned. In Vancouver a Canadian Pacific train was robbed of 7000 dollars by masked men.
