At Fridays session the Board of Supervisors reviewed G H Gere for county road engineer. The proposal split the board. a plan to pay Gere 100 per month with his team and travel costs failed 1 to 0 as Moir's motion was defeated. Desha warned of island differences and friction with road supervisors.

Russia Agrees to Exchange Prisoners

St. Petersburg reports that Russia has agreed to the Japanese proposal for prisoner exchange. One thousand five hundred sixty six Japanese will be released on Russia’s western frontier, while sixty four thousand Russian POWs will be delivered at Kobe Nagasaki and Yokohama for transport to Vladivostok.

New Whistling Buoy Replaces Hoarse Entrance Marker

Capt A P Niblack ordered the old Hilo harbor buoy removed and a new whistler installed after complaints. The Lehua, seen in the harbor, was sent to Hilo to perform the task under Captain McAllister. Captain Miller, former Wilder and Enterprise crew, renovated the vessel and undertook overhaul of all government buoys in the islands under supervision of Mr J N Shaw of the Light House service.

No Cruel Treatment of Lepers Health Committee Hearing

The Board of Supervisors Health Committee heard Rev Edward Kekoa allege mistreatment of his leper daughter by Health Department agents. Witnesses described arrests and detainment at Waiakea, with testimony depicting a tense confrontation and claims of constitutional rights. The committee vindicated Dr Stow and Agent Bowman, stating they acted humanely. report signed by Shipman Desha and Moir.
