Geo R Carter argues that establishing county government will let people express wishes locally and allow county supervisors to enact laws without waiting for a biennial legislative session. He contends it will put counties in charge of their own affairs and foster citizen involvement.
The Honolulu papers praise Geo R. Carter for frank direct communication as a new era for Hawaii. They argue his open style builds public confidence and solid footing as governor, contrasting with Governor Dole’s distant official presence in Hilo and urging active, bipartisan support for a twentieth century administration.
Secretary Carter names J. G. Pratt formerly of Hilo and J. Castle Ridgway of this city as leading candidates for Secretary of the Territory. Ridgway’s training suits him for the post and would give Hilo a seat on the Governor's Council. Pratt also hails from Hilo and would back island interests. Both have influential friends near the President, with Carter’s backing likely to decide the appointment. A separate report urges a breakwater, new public buildings, and Cocoanut Island park for Hilo, while Senator Mitchell vows winter action in Congress for Hawaii improvements.
The next Governor faces pressure for equal island representation in Territorial department heads with emphasis on Hawaii and Kauai. Acting Governor Carter is expected to ensure balanced consideration beyond Oahu, while G. H. Gere’s appointment to Public Works garners local support and signals non-discriminatory policy toward Hawaiians by Governor Carter.
The year’s Teachers Reading Circle reports varied talks on Europe events early British history and Milan art notes. Also listed are grand and trial jurors for the term, a Hilo Band concert at hotel grounds, a kidnapping incident in Oakland, library acquisitions, and a Matson Line disclaimer.
