In an open letter Jared G Smith, head of the U S Experimental Station in Honolulu, argues Hawaii must expand white farming to shed plantation control He says land concentration by few owners sustains sugar profits and that native populations cannot curb growth of white farmers by leaving land to large estates He warns Cuba’s cheaper sugar rests on different lands and climates and urges planning for a larger white population. He also notes political risks from Chinese and Japanese voters and urges fair immigration policy and Home ownership to secure Hawaii’s future interests.
