Planners Outline Saybrook School Annex Removal Plan

Planners propose removing the Saybrook School Annex when enrollment stabilizes to free land for recreation. They favor apartments to revitalize declining retail areas, with 16 to 40 units per acre and buildings up to nine or ten stories. Each unit would require at least 1.5 acres, proper setbacks, off street parking, and recreation spaces, with no basements. Clark warns against poorly planned apartments as a town's worst disaster and suggests reforming the antiquated property tax system. erection should reflect social need.
