In Chapel Hill Josephus Daniels urges merging war and navy into a single national defense department. Other speakers include Frank Graham, Lieut. Gov. Ballentine, and Navy V-12 Captain Hazlett.
Armed Chinese troops seized multiple German businesses in Shanghai on September 28. Guards were posted outside German-occupied houses as internment of Germans appears likely. The German bank and I G Farben were among firms taken over, per a Shanghai German spokesman.

Moscow radio reports Chiang Kai shek and Mao Tse-Tung reached an agreement at Chungking to reform the central government. The pact calls for broad political representation elections and demobilization of Communist forces. The broadcast says unity in China has been established and links to a Soviet China treaty.
President Truman awaited Spruille Braden’s return to discuss Argentina policy. Braden arrives from a short stint as ambassador and will become assistant secretary of state for Latin American affairs, chief adviser on hemisphere matters. The State Department indicated a thorough policy review toward the Argentine government is planned.
CHUNGKING Sept 28. War minister Gen Ho Ying Chin says progress in disarming Japanese in China is optimistic. Disorder from roaming bandits remains in remote areas. Order is maintained in liberated towns and efforts to punish traitors continue. measures drafted for punishment go to the resident committee for study before final approval.
Nearly two million workers were out or affected as strikes pressed across the nation. The CIO reported 62,000 in 284 textile plants in nine eastern states walked out for a 15 cent an hour raise while other unions sought higher pay and broader action in retail food packing and oil sectors as talks continued into a tense week.
Bombay Sept 28 Knife play continued in the Mos es Hindu communal riots that have killed 19 and sent 80 to hospitals. Leaders urged end to the armed conflict while police arrested 160. A full company of troops stood ready for possible emergency and to allay public fears. Army officers toured the city with police. Heavy police concentrated near mosques as thousands prayed and dispersed without incident. Leaders urged Moslems to hasten homeward.
London dispatch reports tense Balkan peace talks as Byrnes Molotov and Bevin seek procedural accord on treaties with Romania Hungary and Bulgaria. Moscow pushes for a four to one bloc and limits on adversaries while France opposes the five nation plan. Greece claims 2.677 billion against Italy, a dispute to be raised at the peace conference.
The New Delhi radio reported that field marshal count Juichi Terauchi, commander of Japan's southern forces, was arrested by British troops in Saigon on suspicion of involvement in the Indochina disorders.
Buenos Aires reports show the military regime enforcing full censorship across Buenos Aires newspapers with radio blackout and detentions of editors from La Nacion and La Prensa. Six leading figures seek asylum in the Uruguayan embassy. Police guard embassies to prevent escapes.
Washington reports a bumper chicken and record turkey crop will boost meat supplies for civilians in November and December. Agriculture officials expect at least a third of 4.2 billion pounds of poultry and turkey meat to be released in the last eight or nine weeks, with most poultry going to civilian markets as armed services already meet their needs.
The Bolivian embassy announced Bolivia has broken relations with Franco Spain, becoming the first American nation to withdraw recognition of Franco's government.

General Patton heads to Frankfurt to report personally to General Eisenhower on denazification and other aspects of administering the eastern military district in the American occupation zone. Eisenhower had summoned him to appear early next week.
