Congress in Review 81st Congress ends amid unfinished business
The 81st Congress faced a lame duck session with all 435 House seats and 36 of 9 percent Senate posts to be filled, while major actions included war profits tax, estate income hikes, and a broad defense buildup. Domestic goals faltered though, with civil rights and health insurance stalled, and Hawaii and Alaska statehood pending in the next session.
