In New Orleans the 11 day tropical storm churned through the city with heavy rains and gusty winds, causing millions in damage. Reports of deaths are unconfirmed but one elderly man was found ashore as the storm peaked near Gifport.
Fiorello H. LaGuardia 64 three times mayor of New York and former UNRRA director general died in his sleep after a long illness and a pancreas condition. He collapsed at home and had been in a coma since Tuesday night. His death drew swift tributes from Mayor William O'Dwyer and others.
A new tropical storm develops in the Caribbean west of Jamaica with circulation noted in a large squall area stretching from the Bahamas to Florida. Fresh winds hit the south Florida coast as 2,000 people evacuate a 25 by 16 block flooded area. no casualties reported there. Winds ease to 40 50 mph and Shreveport sees no damage as the system moves toward Texas and Oklahoma.
Leaksville, Sept. 20. The case of Junior Thompson, 17, a Negro held in the slaying of W. T. Pratt, 81, last August 25, will be considered by the grand jury at the next term of superior court. Thompson bound over to Rockingham County for first degree murder and burglary indictments. Pratt was fatally beaten when he tried to turn on a light. Mrs. Pratt identified Thompson from a photo.
Partly cloudy and warm today with cooler, mostly cloudy conditions in the northeast tonight. Central portions stay warm, with a light shower in extreme east Sunday. Sunrise 7:07, sunset 6:19.
Secretary of Agriculture Anderson expressed hope that price declines in grain markets would start a downward trend in overall living costs. He spoke in Columbus before boarding a train for Washington en route to a meeting with President Truman's food study committee.
In Tokyo on September 20, floods up to 15 feet deep swept 20 square miles in three wards. Ten Japanese were reported dead, 50 injured and 18 missing as American soldiers struggled to rescue thousands trapped by a levee breach. Police evacuated refugees from a chemical factory amid fears of an explosion and large chemical stores. Army relief estimates and Kyodo counts place fatalities around 1,432 with 980 injured nationwide since the September 15 typhoon.
The Associated Press notes a third straight drop as corn prices fell up to eight cents and wheat up to ten cents with September at 2.38 to 2.39 for corn and May wheat at 2.464. The Labor Department reports living costs for city dwellers reached a peak in July with essentials at 158 percent of the 1985-89 average, up one percent from mid June.
Anderson and other top government officials prepared to take action to stem rising prices for food and other items. The price situation, with wholesale food prices at all time highs, ranked highly for Mr. Truman’s attention as he returned to Washington.
A Wake Superior Court hearing in Raleigh addressed Wendell tobacco market efforts to secure a second set of buyers. Wendell warehousemen seek court action restraining six buying firms from boycotting and refusing to attend daily Wendell market second sales.
A West Indian hurricane plowed across southern Florida causing seven deaths, hundreds injured, and vast property and crop losses. Areas from Fort Lauderdale to West Palm Beach bore the worst damage with Miami and Miami Beach suffering multi million dollar losses. Delray Beach, Boca Raton, and Fort Myers also reported substantial costs. The Florida Citrus Commission estimated grapefruit losses not to exceed ten percent of last year’s output.
Col. William E. Carraway of New Bern has received a Swedish decoration for aiding Swedish officials in Austria during World War II. He is a regimental commander and now attends the National War College in Washington. He has already earned decorations from four other countries for his war service.
North Carolina state hospital board of control proposes a building program totaling about 4.47 million dollars and higher doctor salaries to lure physicians. The plan includes a epilepsy children’s building, Morganton power plant addition, Goldsboro nurses home, Caswell dormitory, and a tuberculosis building at Morganton, plus reducing physician headcount to fund raises. John Umstead cites VA and other agencies paying more to attract doctors.
A plane went down two miles off San Juan near Lima killing at least eight people. A U S Army sergeant Harry Boerel was reportedly washed ashore along with a woman believed to be his fiancée. Bolivian officers on board were en route to the United States. the U S embassy later said the craft was Bolivian, not American.
New York September reports a Soviet push to condemn the United States for warlike acts as the UN General Assembly faces a potential split into opposing camps. Andrei Vishinsky leads the Soviet Ukraine and Yugoslav lines while Andrei Gromyko signals opposition to veto-restriction efforts amid a heated debate before a large audience.
French Foreign Minister Bidault said the US Russia conflict has reached a critical stage with little chance of reconciliation. Speaking to the United Nations, he warned the crisis is futile to conceal and that France’s efforts at compromise appear ineffective amid Marshall and Vishinsky statements.
Greenville report notes Troy Burns was badly wounded in a street fight. He received 317 stitches to close his cuts and remains in serious condition at General Hospital.

President Truman is expected to confer with Secretary of State Marshall in Washington Monday about the American program in the United Nations assembly. Marshall arrives in the capital tomorrow as Truman continues a 20 day absence in Brazil.
Senator Bridges of New Hampshire said the United States should increase its control over American and British occupied zones in Germany if the U S pays more of the costs. He reported army officials seek rapid congressional approval to spend part of a 600 million dollar appropriation for occupation costs, warning the plan could require a deficiency bill when Congress reconvenes.
