Self-Help Aid Seen Necessary for World Food Growth
AP Farm Writer DON KENDALL reports Agriculture Secretary Earl L. Butz plans a U.S. delegation to a Rome food conference this fall. He urges self help to boost global production, opposes rigid grain reserves, and says real food security comes from farmers having tools, price signals, and market confidence. He notes U.S. yields lag behind the top producers and stresses individual farmer action.
