President Hoover announced a sharp rise in public confidence easing money hoarding and bank failures. He cited a $24,000,900 return of hoarded funds, stabilization of foreign exchange, and higher wheat and cotton prices as evidence of a broader economic recovery since plans for a half billion credit pool were unveiled.
A Fulton County Superior Court grand jury urged repeal of the 18th amendment in its presentment to Judge John D. Humphries. They reported that illicit liquor flows into Atlanta and that many normally law abiding people disregard prohibition laws. They urged proper regulatory laws to define and regulate liquor sales.
In Richmond Virginia a patrolman Benny Williams was killed after a running gun battle in the west end as police pursued a car suspected of stolen goods. John Davis sustained critical bullet wounds to the abdomen and remained hospitalized.
London report says New York and Paris banks agreed to a three month extension of 150 million dollars of a 250 million dollar credit to the Bank of England aimed at restoring confidence in the pound. The extension follows a request by the Bank of England amid many dollar purchases cited as easing sterling declines.
Fire at the Lexington unit of the National Junior Order Orphans Home destroys dairy and feed barns near Lexington. Origin unknown and damage estimated at about $12,000 with partial insurance coverage.
Washington reports five special elections will largely decide control of the next House with Democrats pressing in two districts and Republicans defending three. Governor contests and a New York test between Al Smith and Franklin Roosevelt add to the week’s pivotal political shakeup. Key seats include the first Ohio and eighth Michigan as Democrats aim to reclaim losses while Republicans seek a narrow gain in New Jersey.
In Charlotte on Oct. 31 David Clark editor of the Southern Textile Bulletin said southern cotton mills are buying and storing large quantities of cotton in anticipation of sharp price increases within the next year or two. He cited Cannon Mills of Kannapolis N C as acquiring a five year supply though he did not confirm the report. Clark named Bibb Manufacturing and a Georgia mill chain led by Cason J Calloway of Lagrange as other major buyers.
Washington dated report on Halloween customs tracing origins to Druidic and Roman rites of the past. It notes bonfires, sacred animals, and shaman culture, with Ireland shaping many practices, church reforms moving All Saints Day to November 1, and American descendants turning Halloween into widespread merrymaking and pranks.
Asheville October 31 A Buncombe county grand jury recommended indictments against John Mitchell former chief state bank examiner and members of the state corporation commission for misfeasance in office. Jurors faulted officials for supervision failures at the Central Bank and Trust Company of Asheville and the Biltmore Green Bank at Biltmore, which failed in November 1930. Solicitor Zeb V Nettles will prepare bills for the next grand jury convening November 16 as the October term had adjourned.
Russell T. Sherwood, sought as a witness by a New York legislative committee, left Mexico City by train to return to the United States and denied hiding out. He told reporters he is not, and never has been, an agent or employee of New York Mayor James J. Walker, despite testimony about a shared sofa deposit box.
In Charlotte on October 31 AP reports H P Harding elected president of the city schools and decision to hold the 1932 meeting there. Jeanette Current named vice president Frank Ashley secretary and RE W Carver district representative. In Shreveport Huey P Long pleads lack of jurisdiction in Cyr suit seeking to oust him. The answer was filed by six attorneys.
Jackson Mississippi October 31 The Mississippi Legislature moved to quicken adjournment of its special session authorizing a $2,000,000 bond issue to fund loans for stock purchases in agricultural credit corporations and approving a public utilities regulation bill. The Senate backed a uniform ten percent salary slash for state and county employees.
The Carnegie hero fund commission announced its 1931 awards late yesterday. Heroic deeds recorded in 22 states earned 48 silver and bronze medals. Ten honorees lost their lives attempting to save others. no gold medals were awarded.
Paris reports indicate immediate work on European debts and reparation payments may start after Premier Laval's return. A dispatch says an international conference on debts could be held in December with Laval meeting German ambassador Von Hoesch and possibly telephoning Chancellor Brunevng.
Reports from Moscow indicate Hirota and Karakhan agreed that no troops would be sent by Russia to guard the Chinese eastern railway and Japan would not dispatch soldiers unless needed. Japan may move north if Russia stations troops. General Mah Chien-Shan pledged to allow swift bridge repairs on the Taonan Anganchi line.

Phoenix October 31 Two murder charges will be brought against Winnie Ruth Judd in Arizona over the deaths of Hedvig Samuelson and Agnes Le Roi. Extradited from Los Angeles she will be tried separately with the death penalty sought. She was jailed after bodies found in trunks at a railroad depot. She faces confinement with other inmates in Maricopa County jail.
Hendersonville October 31 J Whitmire a prominent farmer near Cherryville and former Transylvania County commissioner was hospitalized in serious condition after an automobile crash last night. Found in the highway beside his battered car in a nearby field the engine ran and lights burned. A neighbor Tom P Galloway discovered the scene. Friends say Whitmire had heart trouble and an attack causing him to lose control may have occurred.
Adelbert Ames, oldest living West Point graduate and last Civil War general, observes his 96th birthday as phantom troops march on Prospect Hill. He recalls battles, West Point days with Lee, Bull Run glory, Mississippi governorship, Senate years with Colfax and Blaine, and Spanish American War service. He plans Florida winters and discusses prohibition and national harmony.
AP dispatch notes that the United States accepts a League of Nations invitation for a holiday truce. It specifies two conditions requiring major powers to participate and that ongoing disarmament talks not be prejudiced. The note clarifies no position change and aims to ease armament reductions before a broader conference.

Millard Clippard was sentenced by Judge G B Greene to die in the electric chair on December 18 for the murder of his wife. He had separated from her, testified he killed her because she would not return home, and then attempted suicide. Mrs Clippard was with her father in New Pros at the time. Clippard shot himself but survived. The jury, without recommending clemency, returned the verdict yesterday. His brother Dan Clippard is serving a life term for the years ago holdup murder of Joe Seaman in Spartanburg County.
A car carrying four merrymakers plunged 90 feet over a cliff near Lynchburg on Halloween. Three were killed: Robert G. Floyd 26 from Lynchburg William Wallace Melrose 20 of Washington D C and Virginia Campbell 18 of Lynchburg. A fourth passenger Mrs Paul Houston was critically injured with multiple fractures and internal injuries.
