Berlin reports a British destroyer was hit by a German plane bomb off the Flanders coast on Saturday. The admiralty announced the incident earlier today.
Berlin reports Constanza, a Romanian fort, has fallen to German troops. The capture marks a significant military gain amid ongoing campaigns in the region.
Berlin reports the central powers crossed railway lines between Constanza and the Danube east of Murfatlar and seized Constanza. The official note says German and Bulgarian forces also reached Tehernaveda on the left wing, while Teherna veda appears to be entered by the German and allied troops.

The remains of the late Mrs. H. J. Dobbs were carried to Amherat Virginia this morning where the funeral and interment take place this afternoon. Mrs. Dobbs died here Saturday afternoon.
London reports a hostile aeroplane over Margate on the southeast coast. It dropped three bombs injuring two people.
H Romulus Little, 77, a veteran and Greensboro camp member, died Sunday afternoon while riding in an automobile with a friend. He collapsed about 2 o'clock after leaving his Hickory Grove home, with interment planned at Hickory Grove church.
Mr and Mrs BR Terry return from Washington and New York with the belief that New York will be exceedingly close in the November vote. He predicts New York City backing Wilson while upstate favors Hughes, though Wilson gains nationwide. The final result, viewed 15 days before the election, remains closely contested.

Raleigh October 23 The Central Motor Company of Charlotte with a capital stock of 100000 has filed application for a charter with the Secretary of State. The concern proposes to buy sell and repair automobiles.
A cattle car on a freight train caught fire near Fork of Lexington Sunday night, destroying cows valued between 1000 and 1500 dollars. J W Flowe, in charge of the car, was burned while trying to extinguish the flames. The cattle were en route from the state fair in Raleigh to a Canton dairy, with several award winners among them. The origin of the blaze is uncertain, possibly sparks from the engine or lantern. The injured man was treated at Lexington.
Washington reports cotton manufacturing hit new highs for the year ending July 31 with 7,278,529 bales consumed in American mills. Usage rose 14.3 percent to 800,231 more bales, spindles active climbed 2.6 percent, Massachusetts led with 1,462,988 bales, followed by North Carolina 1,067,288 and South Carolina and Georgia in terse rankings.
Sky remains fair tonight with a likely rain near the coast on Tuesday. Strong northeast winds are expected along the coast, bringing cooler conditions and gusts in coastal areas.
Chief Gray of this city plans to trade for an auto as authorities move to recover a stolen car linked to Clay Moore. Moore, 19, was arrested in Reading for stealing a six cylinder car and clothing valued at about 1500 pounds and is to be sent to High Point officials for further action.
A special train of one car bearing Field Hospital Corps No 1 Washington passed through the city at 12 25 this afternoon carrying the corpse back from the border after several months of field service. Three cars held men three held wagons and the rest tents and equipment. Side lettering read Homeward bound and the corps showed no regret over their destination.
In Richmond on October 23 the Federal Farm Loan Board opened hearings with strong representation from agricultural, banking and commercial interests. While Petersburg competes, Richmond supports Raleigh North Carolina, which backed Richmond for the regional reserve bank.
New lessee Mr Plummer, formerly of McAdoo hotel Greensboro, takes over the Elwood hotel lease from A Lewis Wonioon. Plans include complete refurnishing and several improvements to boost comfort. Former host Mr Woodson undecided on future business. Retiring manager leaves many friends.
Lieutenant T B Hiatt of the North Carolina National Guard hospital corps, encamped eight miles from El Paso on the border, writes a friend he expects to return to High Point around mid November to resume medical practice. He notes troops are being sent home, liking to see an oak tree, and describes the camp area as full of prairie dog holes and uncomfortable for a white man.
The Interstate Commerce Commission has suspended, until April 29, proposed freight tariffs raising rates on cotton factory and knitting products from the southeastern territory to destinations north of the Ohio River. The suspension was originally until October 9. The increase would average about 10 percent per hundred pounds.
AP reports a rear end collision between a freight and passenger train near Roma Raispe between Saltillo and Torreon in Mexico results in about fifty deaths and a great many injuries. Local details from Laredo, Texas reflect the catastrophe with fear and mourning spreading among communities.
A mine explosion at Boden yesterday and today leaves thirteen men dead with sixteen more bodies recovered by dawn. The victims include seven Black workers among the dead as rescuers continue recovery efforts.
