Plan hinges on blockade in Berlin talks
A draft Security Council resolution floated by one neutral nation urges immediate convocation of the four foreign ministers to study the Berlin question after Russia lifts its restrictions. The plan seeks a basis for discussion among the United States Britain France and the four neutrals while awaiting Soviet reaction and possible support. Vishinsky’s conditional approval was reported by a neutral, with Moscow to study the plan, and the Soviet stance on ICC jurisdiction remains unclear. The plan aims to keep options open for action by the four powers outside the White House framework while seeking Russian engagement.
