Navy Captain Outlines Sea Power For Rotarians
Navy Captain Robert K. Leopold defined sea power as a nation’s ability to freely use the seas during a talk at Wesley Memorial Church. He traced U S naval growth from Manila Bay to modern campaigns and warned that Soviet sea power has grown rapidly since the 1950s, equaling and expanding beyond U S capabilities with 325 submarines and a large surface fleet including the Kiev aircraft carrier. Leopold emphasized U S reliance on sea lanes for raw materials and warned of increasing Soviet reach and fishery fleets in U S waters.
