State Medicaid Contract Review Nears in North Carolina
North Carolina officials said a proposed contract to manage the Medicaid program with one of three private firms could be ready for review in about two months. Proposals were evaluated by the Department of Human Resources, with costs not disclosed. HAS of Los Angeles previously managed claims under a July 1975 to June 1977 contract capped at 405 million dollars, but the deal collapsed due to rising costs and payment issues. Other bidders include Electronic Data Systems, The Computer Co of Richmond, and HAL, all offering processing service and fiscal agent roles. RDSF floated a ceiling-price alternative. While a contract is sought, HAS currently serves as fiscal agent. Medicaid serves roughly 300,000 North Carolinians, funding health care for the poor.
