Licensing Board Limits Asked by North Carolina AG
Atty Gen Rufus Edmisten plans to urge the 1977 legislature to halt creation of new occupational licensing boards and to limit expanding existing ones. He cites 34 boards controlling haircuts watch repairs and drafting house plans among others and argues many restraints of trade may be unconstitutional. He notes a year long staff study influenced by a court ruling striking down prescription drug price advertising bans. Some defend boards as consumer protection while critics say they shield incumbents and curb competition. The investigation finds variation in board seriousness and cites a proposal to require rooms of minimum dimensions for practitioners in one board.
