Welfare workers turn table when men make charges
In North Carolina welfare cases, officers arrested witnesses for prostitution to counter schemes to prove a girl's promiscuity in illegitimacy cases. A Pasquotank case began the tactic, and a Carteret county incident saw a man accused of seducing a 14 year old girl reveal his own improper relations. The Beaufort News notes witnesses were restrained as the two parties to immorality often both bear responsibility.
