Secretary of Defense Melvin Laird arrived in Saigon to gather data for President Nixon's upcoming Vietnam policy announcement. Speculation centers on reducing U S forces to about 40,000 by July and possibly reassigning U S Command to an advisory role as Abrams returns home. Current U S strength stands near 196,700, the lowest in six years.

In a four year period of turmoil elsewhere, Heinz III won the sole Pittsburgh congressional seat. Mississippi's William Waller defeated Charles Evers for governor, while New Jersey Republicans held the legislature amid Democratic gains. A new student vote influence emerged, including in Ocala Florida with a 19 year old student.
In Bloomington Indiana University law graduate Francis X. McCloskey defeated incumbent Mayor John H. Hooker Jr. by 7 201 to 4 628 signaling student influence. East Lansing Michigan and other areas also elected student backed candidates as youth turnout shaped local government.
George Colburn forms a loose coalition with 24 year old university senior Charles W Will who ran a write in campaign but did not finish in the running. In Ocala Florida David Passman 19 a sophomore at Central Florida Junior College placed second in a three way race for a city council seat and faces an incumbent in a runoff November 16. Passman said he believed young people weighed him as a candidate and did not vote for him because of his age. Maureen Massiner 18 a Brown University freshman won a seat on the Pawtucket school committee after finishing first in a six way race for three posts. Ron Hooker 19 a junior at Ashland College and a write in candidate for mayor of Newcomerstown Ohio won a landslide over four challengers. Final unofficial returns noted.
Senate Judiciary Committee begins questioning of William Rehnquist and Lewis Powell Jr. to shape a more conservative Supreme Court. Some groups oppose Rehnquist citing civil rights and Bill of Rights concerns. Powell’s stance unclear as hearings proceed.
Washington AP reporting that the Phase 2 dividend guideline allowing up to 4 percent increases in 1972 is viewed as a yardstick for future wage and price controls. The Burns committee said increases should relate equitably to wage earner gains while Nixon aims for 2 to 3 percent inflation by year end.
The congressional Black Caucus will hold one day hearings at most domestic bases on November 15 to probe racism in the armed forces. Informal hearings follow on November 16 17 18 on Capitol Hill with Rep. Shirley Chisholm and Rep. Ronald Dellums leading. Rep. Charles Rangel chairs the Ft. Bragg session.
