Edward J. Kehoe, chief of the fire and accident branch of the New York AEC office, told a New York University conference that fire caused far more deaths than nuclear radiation in atomic bomb attacks. He cited Hiroshima and Nagasaki figures, noting many fire departments collapsed and firefighting personnel were overwhelmed. The Tokyo raid of March 9-10, 1945, allegedly killed more people by fire than the atomic bombs.
