Mexico faces grave crisis as Carranza notes prep new peace message
Washington reports Mexico's economy is dire with acute monetary strain and food shortages in Mexico City. A labor strike cripples rail lines as de facto government plans a new note to the United States, may seek withdrawal of American expeditionary forces, and address border raids with Texas. Consul Letcher travels from Chihuahua City to Washington to relay consular reports and six other consuls on the border discuss conditions with military officials. Officials say Yaqui valley unrest in Vicam region is not currently acute, with bands south of the Yaqui River of uncertain identity.
