Old Politics On Smith Organization Plan Debate In Raleigh
The Senate Campaign Expenditures Committee heard conflicting testimony about the Smith organization plan. Frank Hampton alleged the plan originated as speculation tied to Senator Simmons, while James Griffin credited Colonel A. S. Watts with drafting it in 1912 for Simmons. Hampton testified he backed Hull and noted $660 contributed to the Hull campaign in North Carolina. The hearing exposed partisan tensions as Smith and anti-Smith forces clashed over the plan’s origin and use.
