Market drift cushions stocks amid higher rate fears
Trading was light on the New York Stock Exchange as investors kept to the sidelines. The noon Dow Jones average fell 1.49 to 922.01 as gains and losses were fairly balanced among leaders. News pointed to higher short-term interest rates and a potential rise in the bank prime rate, while durable goods orders declined 2 percent to 31.1 billion.

Pension plan split in Nixon welfare bill showdown
President Nixon and Republicans back a two part reform combining Social Security liberalization with a broad federal welfare replacement. The measure increases benefits and Medicare coverage while a payroll tax rise funds it. Liberals push for higher aid though some call the 2400 dollar standard too low. Conservatives fear 9.7 million added beneficiaries and a 2.9 billion boost in welfare spending. The plan faces Senate uncertainty but is favored for House June approval.
