No Political Vendetta in NC Anti-Poverty Shift
Gov Jim Holshouser defends moving anti poverty programs from community action agencies to local governments saying the action is legal and not politically driven. He cites decentralization as part of New Federalism while agencies allege illegitimate blacklisting and plan suit. Senate critics call the move vague and risky.

Kissinger May Forego Moscow Trip Ahead of Nixon Summit
The White House says Nixon plans to travel to Moscow late next month for a summit, but a Kissinger presummit trip appears unlikely. If Kissinger skips the trip, speculation grows that a broad arms pact before the Brezhnev meeting may slip past. Kissinger had hoped to press for MIRV limits on a Moscow visit in March.
