The House defeated a Republican bid to decentralize relief control to states by 106 to 39. An amendment to raise the WPA fund to 1.5 billion for seven months was rejected 61 to 23. A liberal proposal to decentralize relief and require state matching funds also failed.
London dispatch says a 1,495 ton British steamer was seriously damaged by a direct hit while at Valdia sounding alarms. Crew and captain reportedly set the ship’s status and prepared for further action as Lloyds of receipt sent word.
Secretary of State stated that the American government remains committed to nonrecognition of conquered territory despite Britain and France showing openness to recognizing Ethiopia. The remark reflects ongoing debate over territorial claims in the era.

The Gen. Headquarters Air Force staged a mock invasion with parachuted infantry and black fleets reaching two Atlantic coast points. Maj. Gen. Frank M. Andrews announced simulated landings at Kitty Hawk North Carolina and a nearby island while blue defenders bombed Providence Boston and New London. Three Boeing flying fortresses conducted a 300 mile sea reconnaissance from Mitchell Field to locate the enemy fleet.
Representative McFarlane., D Tex., told the house rules committee two unnamed former senators had received money for interfering with the justice department in a Wilmington Delaware radio monopoly case six years ago. He spoke as the committee opened five resolutions to investigate radio monopoly charges amid a senate panel approving a probe of the Federal Communications Commission.
The Tennessee Valley Authority and Knoxville offer 7.5 million dollars for the Tennessee Public Service Co. electric properties. The bid goes to National Power and Light president Paul Sawyn, with directors to act by May 18. Mayor Walter Mynatt calls it a final offer and demands a yes or no.

Paris May 12 The Bank of France lowered its discount rate from three to two and a half percent in line with Daladier's easy money policy. Heavy repatriation of francs after the May 5 devaluation, estimated near 30 billion francs, aided the move. Rates on securities loans fell from four to three and a half percent and 30 day loans from three to two and a half percent. The last reduction was November 12, 1937 when it dropped from three and a half to three percent.
Chief Justice Charles Evans Hughes urged American lawyers to seek the selection of good judges and to uphold judicial independence. President Roosevelt, at the same meeting, said legal philosophy must evolve to meet national needs and crime challenges, calling for leadership from the American Law Institute.
American bluejackets patrolled Kulangsu Island off the South China coast as thousands of refugees and soldiers fled Amoy after Japanese forces captured the city. Japanese reports said Amoy and its port were fully occupied, while Chinese resistance persisted near Lunghai railway. United States ships including the gunboat Asheville and destroyer Edsall moved to assist and monitor the coast.
In Geneva on May 12 the League of Nations council voted to recognize Italy's conquest of Ethiopia. Haile Selassie, appealing to the council, failed to stop the move as ten nations supported recognition while New Zealand and China opposed and Soviet Russia and Bolivia were neutral. Selassie remained silent as the decision passed, signaling a legal end to Ethiopian sovereignty in the council’s view.
The American Federation of Hosiery Workers plans a major organizing push in the South next year. About 75 organizers will be dispatched, with an anticipated spend of around $750,000, in cooperation with the Textile Workers Organizing Committee. President Emil Rieve urged a politically minded labor movement while supporting the New Deal.
In Dyersburg Tennessee a former deputy sheriff Luther Hinson 62 was shot to death and deputy James Riggins 28 critically wounded during a county primary dispute. Riggins brother John and a bystander were lightly wounded in the incident.
