Abrams Foresees Troop Ceiling Hit by July in Vietnam
Secretary Laird defended the ongoing Soviet withdrawal program while American forces intensify at sea and in the air. He said Gen Creighton Abrams would meet or beat the 49 000 troop limit by July 1 and described Nixon’s peace offer to withdraw all U S troops four months after a supervised cease fire and the return of American prisoners. Laird blamed Soviet support for Hanoi and noted mines blocking North Vietnam harbors as U S planes mounted heavy raids.
