Millions Disqualified By New Food Stamp Rules

The final version of the new food stamp rules would remove about 1.66 million families from eligibility, with the impact falling mostly on working poor and women heads of households while the elderly gain net help. The plan, ordered by President Ford, would shift costs, cap benefits, and delay implementation until after June 1, with court action expected from advocacy groups. The USDA predicts about 5.3 million people off rolls by September 1977 and substantial savings in federal budgets, though critics call the cuts among the harshest in a century.

Death Ends Personal Campaign at East German Border

West Germany reports Ane-year-old activist Michael Gartenschlaeger was killed by East German border guards while attempting to dismantle a self-firing shotgun at the border near Lübeck. Two companions escaped. Gartenschlaeger, a former East German prisoner, had previously disarmed one device and died amid border tensions. The incident draws condemnation from Inner German Relations Minister Egon Franke, who calls such apparatus tragic and notes the danger of frontier barriers. Gartenschlaeger had spent a decade in East German prisons for flee attempts before moving to West Germany.
