RALEIGH AP A Senate reversal sent a House passed seat belt bill back to the Senate Highway Safety Committee halting enactment as Gov Sanford prepares a highway safety message. Other actions included delaying a 65 mph speed limit expansion and advancing a National Guard integration bill. The judiciary moved to curb publication of rape victim names and approved higher auto liability insurance requirements.

High Point Becomes All-America City Finalist

High Point is named one of 11 nationwide All-America City winners by Look Magazine and the National League of Municipalities for citizen action. The city's downtown rejuvenation, new industry, race relations progress, reciprocal switching victory, and urban renewal are cited. An official presentation will be April 15 at High Point College stadium. A flag ceremony is set for tomorrow at 1 p.m. at the City County Building.
