Washington officials move to block shipments of large diameter steel pipes to the Soviet Union arguing strategic oil and gas needs. Under Secretary George W. A U.S. Treasury spokesman said $7.5 million in Treasury securities are missing from the Federal Reserve Bank in San Francisco since last August. The Fed described them as certificates of indebtedness, in 12 pieces, dated to mature May 15, likely destroyed by accident.

Pilot Ralph Flores, injured but recovering, suffered a broken jaw and frostbite. both survived on minimal rations for weeks.
A Bataan death march survivor Noble Frank Smith and family react to the State Department suspending attempts to collect a 1421 debt for WWII relief. Senator Douglas urged delay and a bill to cancel the debt while 2000 others may face similar claims. Smith said the news is a relief and he expects no payment.

Harold Wilson plans to present 14 points to President Kennedy ahead of a general election due by 1964. The proposals would shift British policy, including limited recognition of East Germany and Poland’s postwar boundaries, a central European zone armed control, and talks on China’s UN admission.
