Justice Dept Probe of Army Spying Opposed by Senate
In a Supreme Court hearing the Justice Department said Army civilian surveillance, begun in 1965, was overreaching but did not violate the Constitution or federal law. Sen. Sam Ervin challenged the stance, arguing the program violated the Constitution and an 1878 statute. The case, brought by Arlo Tatum and others, claims Army data banks and surveillance chilled speech and associations.

Congress Bans Cigarette Ads Across Broadcast Media
The Public Health Cigarette Smoking Act of 1969 became law with President Nixon signing on April 1 1970. Beginning January 2 1971 cigarette advertising was removed from radio and TV, while print media remained allowed to publish such ads. The NAB argued Congress lacked evidence that advertising induced smoking and questioned media scope. The Justice Department noted broader ban was possible but legislative reform need not go further.
