The Mississippi River breached a levee about three miles north of Port Allen near Baton Rouge around 4 10 a m flooding three miles of riverfront. Highway 190 was under three feet of water as deputies and volunteers evacuated residents and the Red Cross opened a reception center for refugees. The bend by Wilkinson sugar plantation saw the break, the river washing directly against the levee. Port Allen with about 3500 residents is largely sugar plantation country and sparsely populated.
