Nixon elevates Environmental Quality Council to action role
President Nixon signed a March 5 order turning the Environmental Quality Council into a proactive agency coordinating federal environmental programs. The council will evaluate policies, set priorities, hold public hearings, advance indicators, and issue agency guidelines while collaborating with other federal bodies. Senator Edmund Muskie urged a national shift in values to fight pollution at UNC symposium, proposing action at state and local levels, education, a national survival corps, and a citizens lobby for protection.
