Senator Robert F Kennedy urged Senator Eugene McCarthy to join in a two tranche challenge to President Johnson. Kennedy argued the nation faces a perilous course and pushed for new policies to close racial and economic gaps while pursuing de escalation in Vietnam. Johnson, after touring Texas, remained confident of victory.
Senator McCarthy blasted Senator Kennedy after Kennedy entered the race against Johnson. He said he would run hard to defeat both Kennedy and Johnson and warned Kennedy not to expect a welcome reception. McCarthy recalled a lonely New Hampshire campaign where aides failed to rally support. He claimed to have won more than half the total vote including write ins. The claim followed a post midnight briefing in Green Bay with Edward Kennedy.
South Vietnamese rangers and U S cavalrymen report a lopsided victory near Saigon as near 600 enemy deaths are tallied in the seven day sweep. U S forces say 128 guerrillas hit in Quang Ngai area, with 2 Americans killed and 10 wounded.
President Johnson told business leaders that the United States will win on the battlefield in Vietnam if Hanoi refuses talks. A source said there will be a moderate increase in troop strength, not a 200000 man buildup, with about 510000 currently in Vietnam and 525000 authorized. Plans discussed include sending a division of about 45000 troops and mobilizing roughly 30000 National Guardsmen and Reservists as replacements for the combat-unit pool in the United States. Johnson urged patience and prudence amid calls for tax changes and budget cuts to ease postwar strain.
Gov. Nelson Rockefeller said he has not decided on his presidential plans and will announce within two to three days. He faces a potential head to head with Nixon if he remains on Oregon ballot and moves to address a national crisis with a constructive approach.
The AFL-CIO United Steelworkers Union approved a contract with Phelps Dodge Corp as part of White House talks to end a month long copper strike. If 13 other unions approve Sunday, about 6,500 Phelps Dodge workers will return to work next week. One proposal offers hourly increases of 1.13 dollars over 40 months for mining smelting and refining workers.
President Johnson signaled higher taxes and spending cuts to stabilize the dollar as central bankers from the US United Kingdom Belgium Netherlands Italy West Germany and Switzerland met at the Federal Reserve to curb gold speculations. The group discussed a possible temporary London market closure and a two price system while preserving the $35 an ounce official rate.
Saigon AP The United States will substantially reduce the 3000 member civilian staff in South Vietnam as part of President Johnson’s plan to curb overseas spending. The U S AID, with 2400 Americans, may cut 250 positions. Ambassador Ellsworth Bunker ordered all agencies to review staffing for cuts despite higher demands from the military offensive and program disruptions.
