Washington March 4 Germany announces intent to occupy Finland temporarily to restore order and deny territorial ambitions. Official dispatches to the Swedish legation say Berlin informed Stockholm of the move and Sweden protests the Ailand island placed in the war zone.
Russia and Germany sign peace terms at Brest Litovsk halting the invasion of Russia. Bolsheviks informed as delays raised German demands. Russians to withdraw from Asiatic Turkish provinces and from areas around Shars Batoun and Karabagh. Germany reports large Russian campaign prisoners and a Finn inspired withdrawal from southern Finland. Aaland Islands base established for operations with Swedish neutrality noted.
Washington March 4 agreement on railroad compensation under government control was reached by conferees on the administration bill. The plan bases pay on averaged net income for the three years ending June 30 and substantially follows the Senate version. It reduces annual compensation by about 86.5 million dollars and would bring all short line railroads under the act. Remaining disputes concern rate making and period of control.
Camp Sevier reports Ernest F. E. Carbine of Pensacola Florida enlisted last week as a bricklayer in one of the aviation depot units. His father is a captain in the depot.
Washington reports Russians have started destroying bridges on the trans Siberian railway between Lake Baikal and the Chinese frontier. Officials suggest aims include hindering a Japanese advance and possibly intercepting Ambassador Francis. No US decision yet on a response to Japan's Siberian intervention plans.

J. P. Hartsell a former High Point resident and Snow Lumber Company executive died last Wednesday in Newport News Virginia after a brief stomach illness. He leaves a widow and one daughter Miss Grizzelle Hart sell, a Trinity College student. Funeral services and interment were held at Newport News.
German forces step up raiding and artillery activity across the western front with attacks on American and French lines near Champaign and in Flanders. French officers and privates who helped repulse a German attack northwest of Toul were awarded war crosses by the French government in a ceremony attended by Premier Clemenceau.
Washington reports continued German preparatory moves along the western front as the war department reviews the week ending March 2. American forces have taken a sector northwest of Touland with detachments in Champaign while six Teuton columns operate in Russia and Turkish forces push through the Caucasus with limited resistance and severe Armenian reprisals.

Dispatches from Lemion report that British French and several legations departed Petrograd last Thursday after hindrances. Italians remained, with consular stalls still in Petrograd Saturday. Bolshevik rules allowed certain legations to leave but held others as hostages by demanding endorsed passports describing the owner as a diplomat.
Fire crews responded to a hotel room fire at the Tomlinson Chair Company plant on West High Street Saturday night. Quick action by box 17 units at 10 30 extinguished a burning pile of shavings with minimal damage. Separately deputies conducted speeding checks on the Greensboro High Point road issuing 27 notices as part of an anti speed drive. Warrants to be issued before Justice D H Collins in Greensboro.
A morning blaze engulfed the Hoover Chair plant in Thomasville, causing an estimated 60 000 to 75 000 in losses plus 75 000 to 100 000 feet of lumber. The fire started when oily dust ignited on the main driving belt, spreading rapidly and destroying machinery and supplies within minutes. Only partial insurance coverage was noted while nearby dwellings and storage were spared or evacuated.
Evelyn Hauser twelve year old daughter of Mr and Mrs A E Hauser of S17 West Russell Street was struck by an automobile driven by Miss Ruth Freeman on South Main street near the graded school. She suffered a badly bruised hip and possible internal injuries though no bones were broken. She was taken to Dr McAnally's home then returned to her parents for examination and observation.
Berlin announces that a military operation in Russia was stopped yesterday per an official German statement. On the western front Belgian troops were captured in the Yser area, and in minor raids near the Duke Albrecht sector 27 prisoners were taken by German forces.
O. F. Welch, who had been gravely ill for weeks, is reported slightly improved today according to local notices.
London, March 4. A Russian official statement signed by Premier Lenin and Foreign Minister Trotsky says the Bolshevik delegation, after signing peace with Germany, heads toward Petrograd where the text will be published. Ratification hinges on the all Russian congress of workers and peasants deputies meeting in Moscow March 12.
