Legislature Advances Bold Higher Education Reforms
The 1963 General Assembly moved boldly to reshape higher education in North Carolina. A statewide community college system was created, the Consolidated University of North Carolina was established atop the system, and Charlotte Asheville and Wilmington colleges were upgraded to four year institutions. Financing relied on 65 percent state and federal funds, 15 percent local, 20 percent tuition, with a $28 million construction fund and a $1 million operating aid pool. Naming disputes over the university trio sparked controversy.
