North Carolina Lt Governor Role in Education Debated
Raleigh reports a political clash over Lt. Gov. James C. Green’s role as permanent chairman of the State Board of Education ends with no fixed plan. House Speaker Carl J. Stewart Jr proposes revamping the office to chair a separate education board and a Governmental Operations Commission, or return the post to a part-time Senate presider. Green’s adviser Sam Johnson surveys lieutenant governor duties nationwide, noting varying patterns and suggesting broader policy responsibilities and regional cooperation could fit a four year term.

Lieutenant governors take varied duties across states
Johnson notes wide differences in lieutenant governor roles. In New Mexico he acts as ombudsman, Indiana sits on the Stream Pollution Control Board, and Georgia serves on the Seed Development Commission. North Carolina and Iowa place him on the State Board of Education, while California assigns him to the Electronic Data Processing Policy Committee. Most preside over the state senate and appoint committees, though cross-state power to assign duties to the number two is rare amid partisan friction.
