Reed Hopeful Rail Measure Will Win Out
Senator Reed expects the Senate to pass by midweek his bill to exempt railroads from anti trust laws for rate making. The measure would require Interstate Commerce Commission approval of rate agreements and faces opposition from Russell Hill Tobey who say they will not talk it to death. A filibuster threat stalled action last year after the House approved a similar measure.

Building Codes Criticized by Federal Official
Federal Works Administrator Philip B. Fleming urged southern officials that national attention to building codes is essential to keep fire regulations current. A survey of over 5,000 cities found one third lacked codes and many existing codes are over 20 years old and poorly revisioned. He warned codes often favored specific craftsmen or materials over safeguarding life and property.
