High Point Enterprise sunday june 4, 1972 9c Marshlands importance discussed Wrightsville Beach n c. Apr a top North Carolina resources official says there has been an adjustment in attitude Quot toward the real value of Marshlands in the state. The comment came from Arthur w. Cooper assistant Secretary of the department of natural and economic resources in a talk before the american Institute of real estate appraisers Friday. Cooper said that up until a few years ago North Carolinas coastal Marshlands had been regarded As relatively useless lands Quot whose a highest and Best use was development or other direct human but he added. Quot research has shown these lands to be very valuable particularly to the commercial and sports fishing consequently he said regulations now hold that no dredging or filling or other significant alteration will be permitted in Low Salt Marsh in North Carolina regardless of ownership. Cooper said this Means that in approaching the value of a piece of coastal property consisting of High ground and Marsh the appraiser must recognize that any potential Developer will probably have to confine his activity to the High ground. Quot thus a he said Quot the High ground and Marsh segments of the property will have to be valued separately. The Case of Bald head Island is instructive he said Quot the earliest plans for development of Bald head showed the entire Island in eluding the Marshland would be converted to High density human development. With such a philosophy As background i am certain an appraiser would have determined the value of its Marshland to be much greater than that found in the most recent appraisals for the Cooper said he wanted to emphasize that policies and regulations developed by his department Quot with legislative backing operate in such a Way As to place serious restrictions on the use of certain kinds of coastal he added Quot we cannot permit the squandering of our resources for immediate Short term profit.
